Definitely a in the1700s.
The First Opium War wasn’t until 1839, so Britain didn’t get to set the trade conditions till well into the 1800s.

The answer is B. China didn’t feel the need to trade with Britain until much later, after the Opium Wars (1838-1842). China was perfectly willing to sell Britain anything they wanted, but felt they didn’t need anything Britain offered. This lasted until the British started trading in opium, which they smuggled in at first, so didn’t rely on diplomacy to begin.
